Ningbo Hi-Tech Industrial Development Zone (shortened as Ningbo Hi-Tech Zone) is jointly founded in July, 1999 with a planned area coverage of 18.9 square kilometers, serves as the important technical innovation base of Yangtze River Delta as well as the important carrier of building an innovative city of Ningbo. It was upgraded to a state level zone in January 2007. Ningbo Hi-Tech Zone is advantageously located to the deep port eastward, Hangzhou-Ningbo Expressway southward, the downtown westward and Hangzhou bay Bridge northward. The industry of new energy has been developing very well in the Zone. A completed co-operation pattern of manufacturing, learning and researching has been formed within the Zone. The enterprises as ZhongYin (NingBo) Battery Co., Ltd. which is undertaking the project of lithium batteries, and Ningbo Solar Electric Power Co., Ltd. which is undertaking the project of solar batteries have become the most significant support for the Zone’s new energy industry. By far, there’re totally 14 enterprises of this field located in Ningbo City.

Ningbo Independent Innovation Core Area
The Ningbo R&D Park locates in the core part of the Zone, covers an area of 450 thousand square meters with a building space over 600 thousand square meters and a total investment about RMB 3 billion. It is one of the core project of undertaking an innovative city as well as one of top-ten functional area that puts "Middle Lifting" strategy into practice of Ningbo. The Park started the construction in August of 2006, featured on introduction of all kind research and development agencies and facilities, as well as innovation services and technical talents. The Headquarters Base, with high-standard services and facilities, will attract a number of good enterprises to move their management, sales and R&D headquarters into the Zone, and build the zone into a big brand headquarter base.
The first stage of the Headquarters Base covers about 17 hectare with the volumetric rate of 2.5, running from Yangmuqi Road in the north to Tongtu Road in the south and reaching Guihua Road in the east and the Yangmuqi River in the west.
The second stage of the Headquarters Base covers about 12.5 hectare with the volumetric rate of 2.6, running from Xinghua Road in the north to Lingyun Road in the south and reaching Chenlangqiao River in the east and Juxian Road in the west. Preferential Policy for R&D industry
The priority of project application: The application of technology projects on different levels and categories is preferentially supported
Research financial aid: Financial aid will be provided according to the total research input annually.
Privilege on renting houses: Preferential rental will be enjoyed and rental subsidy will be provided to some key institutes.
Privilege on Talents apartments: Talents Apartment will be preferentially provided to high-quality talents of the entering institutes.
Preferential Policy for Software Industry
If the domestic and international large software company, the engineering organization of software technique and modern information service enterprise invests in Ningbo at an amount of over 10 million Yuan, the government will provide these enterprises with a subsidy not exceeding 6% of actual investment and the highest amount of the subsidy should not be in excess of 2 million Yuan.
Preferential Policy for High-tech Industry
The government encourages introducing high-technology manufacturing industry, such as new energy industry, semiconductor optoelectronics industry and new material industry. Three specific industry parks will be established. The enterprise which is willing to locate in the specific industry parks can get the industrial land in the parks by oriented auction. The project which has achieved the auctioned land shall enjoy “Preferential Policy for High-tech Project in Industrial Land Transferring”.
The government also encourages the industrialization of high-technology manufacturing projects. The newly established energy sources enterprises, semiconductor optoelectronics enterprises and new material enterprises possessing independent intellectual property right may achieve a reward which counts up to 8% of the virtual input on research and equipments, only if the yearly sales income of high-technology products surpasses 5 million Yuan and the enterprises have been authenticated as driving and high growth enterprises. In addition, the reward can not be more than 0.5 million Yuan.
The government encourages the enterprises to be listed. The enterprises which are listed in the list of cultivated listing objects in Ningbo City will enjoy all the supporting policies (NO.[2008]164 Document) issued Ningbo municiple government. In addition, the enterprises that make public offerings or go public through acquisition and annexation domestic and abroad will be provided another reward of 1million Yuan besides the ones given according to the supporting policies (NO. [2008] 164 Document). Furthermore, for the enterprises that go public in the transfer and transaction system of share holding, the government will provide a reward of 0.6 million Yuan.
The government encourages introducing foreign investment. Should the newly introduced enterprise falling into the encouraged catergories of the High-Tech Zone totally invest over 10 million USD with an actual unilization of 5 million USD, the government shall provide a reward of 0.25 million Yuan in one year after the enterprise’s being putted into production.
Preferential policy for modern service Industry:
The government will provide financial subsidies no less than 2 million Yuan to the large service enterprises falling into the encouraged catergories according to their investment scale. Trade enterprises, logistics enterprises, intermediary service enterprises and other modern service enterprises may get financial support from government as well in accordance with their actual financial contribution.
